RFT-2026-48 - Preventative Maintenance for Pools, Whalen Building and 55 Plus Centre

The City of Thunder Bay (the City) is seeking a Contractor with appropriately licensed tradespeople to perform scheduled maintenance, repairs and installations that pertain to the building Heating, Ventilation and Air Conditioning (HVAC) and plumbing systems as outlined in this document. 

The Facilities listed below require servicing under a Schedule Preventative Maintenance Program.

•  Whalen Building 34 N Cumberland Street
•  55 Plus Centre, 700 River Street
•  Canada Games Complex, 420 Winnipeg Avenue
•  Volunteer Pool, 180 Martha Street
•  Churchill Pool, 130 Churchill Drive
•  Widnall Pool, 820 Minnesota Street
•  Heath Pool, 1251 Heath Street 

Mandatory Requirements

It is mandatory that bidders demonstrate previous experience in Mechanical Maintenance contracts within the last five (5) years. In the Bidding System under Step 2-Specifications “Experience and Qualifications – Bidders must provide a list of three (3) contracts in the past five (5) years, highlighting your Company’s performance of Mechanical Maintenance. Include: Customer name and contact number, date completed, description and value of contract. The onus is on the bidder to provide enough detail in their response to show that the required similar service contracts are within the past five (5) years. 

It is mandatory that the successful Contractor’s (the Contractor) Supervisor or Representative, assigned to these tender services and that has decision making authority, be physically located within the City of Thunder Bay available Monday to Saturday. The Contractor’s Supervisor must be able to attend meetings and/or be on site for inspections within two (2) hours. In the Bidding System Bidding System under Step 2-Specifications “Contractor’s Supervisor or Representative”, bidders shall complete the table.
