The City of Thunder Bay (Owner) is seeking proposals from experienced contractors for the supply, delivery and installation of multiple pre-fabricated, modular units to support a Temporary Shelter Village (the Village). This initiative is one part of the City’s ten-part Human Rights-Based Community Action Plan for Thunder Bay, which upholds the dignity and human rights of individuals living in encampments while addressing public health and safety concerns.
