The City of Thunder Bay (“City”) has committed to ambitious greenhouse gas (GHG) reduction targets as part of its broader corporate sustainability goals, aiming to achieve net-zero emissions in corporate facilities by 2050. These facilities vary in size, age, and operational complexity. A critical step in achieving these targets, the City will undertake comprehensive ASHRAE Level II Energy Audits within three (3) Corporate Facilities. These audits will provide a detailed assessment of each facility’s energy performance, including an analysis of utility consumption trends, benchmarking, site inspections, evaluation of building systems, identification of operational and capital improvement opportunities and energy conservation measures.

It is mandatory that the team members assigned to this project demonstrate relevant experience in leading and conducting Level II ASHRAE Energy Audits at municipal facilities within the Province of Ontario. Team members must have a proven record conducting Level II ASHRAE Energy Audits utilizing the Procedures for Commercial Buildings Energy Audits, 2nd ed and ASHRAE Standard 211-2018 (RA2023) – Standard for Commercial Building Energy Audits, related building energy performance analysis, energy conservation measures (ECM), greenhouse gas (GHG) analysis, lifecycle costing, financial and operational analyses, and stakeholder engagement. In addition, the team members must have demonstrated capability in preparing multi-year strategic plans and capital planning prioritization frameworks and energy and asset management decision making, aligning with the City’s needs. It is mandatory that the team includes, at a minimum, the following list of designated personnel with at least three (3) years of the above noted relevant experience. In the Bidding System Step 2 Specifications under "Stage I Mandatory Experience and Qualifications" proponents shall complete the table. The onus is on the proponent to provide clear details that demonstrate the required personnel and experience as defined here.

  1. A Professional Engineer (PEng.), 
  2. A Certified Engineering Technologist (CET) with a qualified PEng signs off on the ASHRAE Level II Energy Audit and/or an engineer-in-training under the supervision of the PEng,
  3. And a certified energy manager (CEM) and/or a Certified Measurement and Verification Professional (CMVP).
